Staffing and recruitment
Employment agencies are named explicitly in Local Law 144 and pulled in as agents under the California rules. Operating outside a jurisdiction does not remove the duty if the role sits inside it.

Several jurisdictions at once
Hiring across state lines means overlapping duties with different thresholds and publication rules. The statistical core is tested once, then reported against each jurisdiction that applies, which avoids paying for the same analysis several times over.

Most of these duties come round every twelve months. From the second year, last year's figures sit next to this year's. The question stops being whether a ratio passes and becomes whether it is moving, and which way.
