The Bletchley Declaration on AI safety

The first major multilateral statement on frontier AI safety, signed by 28 countries and the EU at the UK AI Safety Summit in November 2023. Signatories agreed that the most capable frontier models pose potentially serious risks, committed to international cooperation on identifying and managing those risks, and set the direction for later summits in Seoul and Paris. It is a useful reference point for how governments frame frontier AI risk.
